That [ have read Portland Police Report 21-801225, written by Officer Torrey Streed, and reviewed the OECI record for case 20-PO-07287 and from those sources know the following: On August 8, 2020 Jason Pappas (hereinafter “Mr. Pappas”) applied for and was granted a restraining order. Mr. Pappas wrote in his petition that in August 2020 his nephew Chandler Pappas (hereinafter “Defendant’”) had “threatened to kill me [sic], he chased me from my front stairwell[sic], beating me with a baton [sic], hitting all over my body...” On August 11, 2020, the Honorable Amy Holmes Hehn issued the order. The order subjected Defendant to an immediate prohibition on possessing firearms and was ordered to file a Declaration of Firearms Surrender. The order was served upon Defendant January 11, 2021 by Marion County Sheriff's Deputy Mark Knospe. The proof of service indicated Defendant received, in addition to the restraining order petition and order and notice to respondent for hearing, the firearms packet. Officer Streed knows said firearms packet includes but is not limited to a Frequently Asked Questions which states: Whether you must surrender your firearms immediately, or in 30 days, or an earlier hearing date, you must also complete the Declaration of Firearms Surrender and file it (with Proof of Transfer) at the Courthouse and with the District Attorney. That the police report(s) from this incident and other computerized criminal records identify the defendant as CHANDLER PRESTON ALEXANDER PAPPAS, a white male, born on 04/29/1993, with a height of 5 feet 11 inches, with a weight of 145 pounds, with a last known address in Oregon of 103 Washington Street, Astoria, Oregon, 97103 but presumed to be in Arizona. That based upon the foregoing information, I have probable cause to believe that CHANDLER PRESTON ALEXANDER PAPPAS has committed the crime(s) of: COUNT 1 - VIOLATION OF A RESTRAINING ORDER.
